The debate about child-only health insurance policies continues. Recently, HHS sent a letter to the president of the NAIC clarifying what insurance companies and states can do to stabilize the child-only insurance market.
In the letter, HHS clarifies that insurers can:
- Identify open enrollment periods for children under 19;
- Can charge more for children with pre-existing conditions; and
- Can impose a surcharge for dropping coverage and subsequently reapplying.
